Some still have DNS installed but it is not running like you suggested Basically we are going to try to get the DC to fix it itself then replicate to the other ones. I get that. What I do not see is how it will magically decide which zone to take and which to leave.

Replication worked. Everything looks good but we still have the duplicate zones. I feel like if I repeat your steps but move everything to the ForestDNSzone this should resolve the conflict.
